Né à Tostock, dans le Suffolk, en 1651, mort à Rougham, dans le Norfolk, ne mars 1734.
Il est le jeune frère de Francis North et le plus jeune des enfants de Dudley, 4e lord North et Anne Montagu. Il vit quelque années chez ses grands-parents à Kirtling, dans le Cambridgeshire. D'une santé fragile, il est enseigné par des précepteurs, puis aux écoles de Bury St Edmunds et de Thetford.
Le 30 octobre 1667, il intègre le Jesusu College de Cambridge, sous le tutorat de son frère John. De nouveau malade, il interrompt ses études.
Le 21 octobre 1669, il est admis à la «Honourable Society of the Middle Temple» (société de juristes caractérisée par les locaux occupés), et lé 29 mai 1067, y devient barrister.
Il est intendant de la juridiction de l'archevêché de Canterbury (See of Canterbury) en 1679, conseiller du roi en 1682, adjoint du procureur général et en 1685, procureur général en 1686 du duc d'York,
Le 16 janvier 1676, un incendie détruit le Middle Temple, où il réside avec son frère Francis. Il participe à sa reconstruction avec le célèbre architecte Christopher Wren (1632-1723).
Après la révolution de 1688, la « Glorieuse Revolution », Guillaume III prince d'Orange à la tête de ses troupes néerlandaises renverse le roi Jacques II d'Angleterre, Roger North doit abandonner ses activités publiques. Il se retire dans une maison de Covent Garden qu'il loue aux descendants du peintre Peter Lely (Pieter Van der Faes, 1618-1680, auquel on est redevable d'un portrait de North). Il y trie les papiers de son frère Francis et les annote et commente.
En 1692, après les funérailles de son frère Dudley, il entreprend d'aménager une propriété achetée en 1690 à Rougham, dans le Norfolk, dont il hérite. Il commence à écrire sur la musique.
Il se marie le 26 mai 1696 avec Mary, la fille de Sir Robert Gayer (mort le 14 juin 1702). Ils ont sept enfants dont Montagu, qui sera le curateur des manuscrits de son père et le premier éditeur.
